People experiencing mental illness are very vulnerable to the stigma of association and appearance.

Why is this a concern for Orange County? What can Orange County and other counties learn from this project?
Sending police/SWAT/Sherriff/military into situations framed one way, but reality another way isn’t ideal. Knowing what reality looks like is so important.
