Closed Service Psychiatric Care The community feedback period for this idea began on 9/23/19 and ended on 11/22/19.

What is the problem that needs to be addressed? Please describe how it is related to mental health.
This is one of several Patient-Centered Medical Home (PCMH) break-outs (others include Morbidity & Mortality Conferences and Event Reporting). In the practice of medicine, there are the concepts of primary care, an “open service” and a “closed service.” An “open service” allows any licensed professional that makes a note on a patient to also make an order for a patient. A “closed service” means that a primary licensed provider serves as the sole medical order maker, using the suggestions of other licensed providers. In Orange County, CA it is clear that Psychiatric Patients have an “open service” system as the experience for a particular patient due to the numerous changes in the referral network. Such a system has serious consequences of inefficiency, waste, and confusion.

Why is this a concern for Orange County? What can Orange County and other counties learn from this project?
Orange County, CA tends to be a sane and practical county that doesn’t tolerate inefficiency and waste. Orange County’s tolerance of confusion is unknown.

What is currently being done to resolve this problem in our county and throughout the United States? If applicable: Is it working; why or why not?
Unknown

What is new or different about this project idea? Please describe how this differs from what is already being done (Question 6). Please list any research that was done on this topic.
